FNV: You racist

While my brother played Fallout new vegas, he was going through the gates infront of NCR Military Police HQ with Raul, and then one NCR trooper MP running towards him and said " Do they let Ghouls into the strip now" in a angry way. And the last part didn't happen, but it was what we said out loud (me and my brother) Well isn't it discriminating against Raul? Or atleast racist?

Yeah I know it's only a health condition, but I do find like another race since they live longer than normal humans, can't handle so much psychical damage ( Can take more radiation?)
So I do find them kinda like a new race of humans, or that they just have this health condition (and are a mutated?)
And please do't bash me down for being a noob, cuz I'm new to the fallout series so I haven't got to learn so much about Ghouls yet. (Maybe I should go on the Fallout wiki and read about Ghouls then)
